Rev. Jo Angelia Waters Master Arts Sociology, Master of Divinity

Board Chair

Rev. Jo Angelia Waters was born in Salzburg, Austria in 1958. Through adoption God placed her into the hands and hearts of a young military couple, Joseph Curtis, and Thelma Raye Waters. Jo graduated from St. Gerard's Regional High School on the Eastside of San Antonio, TX. (1976)  Ms. Waters received both a Bachelor of Science in Physical Education and Health (1980); and  Master of Arts in Teaching Sociology (Magna Cum Laude,1996) from Texas State University in San Marcos, TX. Jo is also a member of Delta Sigma Theta Sorority, Inc. In May 2020 Rev. Waters obtained the Master of Divinity (Magna Cum Laude) with a concentration in Pastoral Care from The Interdenominational Theological Center Morehouse School of Religion, Atlanta GA. 

 

Ms. Waters retired from teaching in 2010, after 15 years of coaching in public schools and 15 years as a full-time tenured instructor of Sociology at St. Philip’s Community College (San Antonio, TX).  January 2013 to August 2016, she taught as an online adjunct instructor for Cincinnati State Technical and Community College. From 2016 to the present Jo continues to serve as an adjunct for St. Philip's College. Rev. Waters also serves as an adjunct for Stark College and Seminary in Corpus Christi, TX.

 

After the passing of her beloved husband, The Rev. Dr. E. Thurman Walker, Jr. in October 2009, and her mother, Mrs. Thelma Raye Bass in December 2010, Jo was inspired to write a book titled The Person Beside the Bed: Encouragement for Informal Caregivers (Creative Enterprises, 2013). Ms. Waters has served as a speaker and presenter for numerous churches, community gatherings, medical and academic settings throughout Texas, Michigan, Florida, Colorado, and Ohio specifically on the topic of caring for caregivers, and issues of death and dying. Due to her passion for this topic, Jo continues to develop and expand this ministry in efforts to include encouragement to pastoral families and those in church leadership. 

 

In 2012, Jo Angelia became a founding member and a speaker on behalf of Heal the Healer San Antonio, Inc., an organization founded by Dr. Melissa Walker. Through Heal the Healer Jo assists in planning symposiums and offers presentations geared toward the formal caregivers in the medical community, and informal family caregivers. 

 

In May of 2015 Jo Waters was called to the preaching ministry and licensed under Pastors Freddie and Marsha Piphus of Zion Global Ministries in West Chester, Ohio. Jo Angelia currently serves as the Congregational Care Pastor at Resurrection Baptist Church in Schertz, TX under Pastor Ray D. Brown, Sr. and Executive Pastor Anthony Cobbs.

 

Since 2010 Rev. Waters has served as Board Chair for The Dr. E. Thurman Walker Foundation, Inc. (formerly known as the Walker Institute of Learning and Leadership for Boys of Excellence or WILLBE);  a 501 © 3 focused on providing mentoring and scholarships to young men of color.

 

Jo Angelia has been a speaker, teacher, and presenter in the San Antonio and surrounding community for over 40 years. Through her passion for educating ,encouraging, and uplifting others Min. Jo has been blessed and gifted to inspire others to live life at a higher level through a closer relationship with Jesus Christ. Rev. Waters is a proponent for making sure to engage selfcare in ministry. Her many hobbies include riding a motorcycle, writing, chasing beautiful sunsets, and family road trips. Jo is a proud mother and “Gaga” of 3 (Raizel, Tayla, and Trae). 

 

Her life perspective scripture is Philippians 4: 6-7.

The Rev’d Harold Lockett, D. Min

Treasurer

The Rev’d Dr. Harold is a retired Episcopal priest in Atlanta, Georgia. He 

has served in the following positions as an Episcopal priest, namely, more 

recently as an Interim Priest in the Anglican Diocese of Bermuda, as the 

former Associate Priest of St Paul’s Episcopal Church in Atlanta, as the 

former Rector and Pastor of St. Timothy’s Episcopal Church in Decatur, 

Georgia, and as the former Chaplain/ Director of the Absalom Jones 

Student Center and Chapel in the Atlanta University Center.

 

Since graduating from the Interdenominational Theological Center, he has 

served as an US Army Chaplain, as an ACPE Supervisor in Training, as a 

Hospice Chaplain, as a Pastoral Educator for Organ and Tissue Donation 

for Transplantation, and as a priest. He is retired from the US Army 

Chaplaincy after over 21 years of military service. 


He is a graduate of the University of Texas at El Paso, Texas (BBA-

Marketing), the C. H. Mason Theological Seminary (M. Div & D. Min), and 

the Virginia Theological Seminary (Diploma of Anglican Studies). 


He is married to Carol Marsh-Lockett, PhD, a retired professor of English 

at Georgia State University, and they have two adult children: Amanda 

and Joseph. 


Fr Lockett is a Life Member of Alpha Phi Alpha Fraternity, Inc., and his 

hobbies include playing golf, traveling internationally, and reading.

Deborah Davis

Secretary

Deborah Davis is a seasoned Construction professional with over 30 years of experience in the commercial construction industry. Her passion for the convergence of ideas overseeing a project come together has led to the successful completion of numerous high-profile projects. Deborah thrives on challenges, whether coordinating complex schedules, managing contractors, or ensuring safety compliance on the job site. 

 

Key Highlights: Project Management: Instrumental team member of the Program Management Team for The Banks project, the Redevelopment of Ohio’s Southern Gateway Program, and the Cincinnati Reds Ballpark Development project, both multimillion-dollar construction projects. Oversaw several elements of projects during the construction phase. 

 

Quality Assurance: Implemented rigorous quality control processes, resulting in high client satisfaction. 

 

Safety Champion: Prioritized safety protocols as a fundamental principle of the project mission, resulting in zero lost-time incidents across multiple projects. 

 

Collaborative Approach: Worked closely with owners, architects/engineers, and contractors to achieve project goals. 

 

Technical Skills: Proficient in Canva, Adobe Pro, MS Office Suite, and Procore. Deborah’s 

commitment to ensuring conformance to the contract documents, providing a quality end product, and ensuring compliance with all safety regulations make her an asset to any team. 

 

Currently, Deborah works exclusively with the Washington Metropolitan Area Transit Authority, managing projects that could impact the transit system's operations. 

 

When she’s not on site, Deborah enjoys long walks, exploring new coffee shops, volunteering, or reading.

Rev. W. Antoni Sinkfield

Seminarian Recruitment

The Rev. W. Antoni Sinkfield, Ph.D., is a native of the city of Nashville, Tennessee. He is a graduate of the Tennessee Technological University, where he earned a Bachelor of Science degree in Marketing; Vanderbilt Divinity School, where he earned the Master of Divinity degree; and the Union Institute and University where he earned the Doctor of Philosophy Degree in Ethical and Creative Leadership with a specialization in Martin Luther King, Jr. Studies. Rev. Sinkfield has also completed post-graduate work at United Theological Seminary, Oral Roberts University, and Asbury Theological Seminary as a Beeson Pastor Scholar.


Dr. Sinkfield has served as the pastor of Mount Olive AME Church in Lebanon, TN, St. James AME Church in Dickson, TN, United AME Church in Wilberforce, OH, Bishops Memorial AME Church in Columbia, SC, and St. John AME Church, Greater Bethel AME Churches in Nashville, TN, and as the Pastor of Payne Chapel African Methodist Episcopal Church and CEO of the Daniel Payne Christian Outreach Ministries (inclusive of a Daycare Center, Feeding Pantry, and Alcohol and Drug Early Intervention Center) in Nashville, TN. From 2012 – 2014, Dr. Sinkfield served as the Presiding Elder of the North Nashville District of the Tennessee Annual Conference. He has also served as the Dean of Students for Allen University on Columbia, SC. Dr. Sinkfield is currently the very, proud and productive Associate Dean for Community Life and Professor of “Spiritual Formation for the Work of Ministry” at Wesley Theological Seminary in Washington, DC. Dr. Sinkfield is a published author with four publications to his credit at this juncture, was the 2020 Distinguished Alumnus of Vanderbilt Divinity School in Nashville, TN, and is the 2023 Distinguished Alumnus of Tennessee Technological University in Cookeville, TN. Dr. Sinkfield works diligently in the arena of community development and empowerment, having served on many boards and committees throughout his career. He is one of the founding members and former finance/fundraising chair for Nashville Organized for Action and Hope (NOAH). Dr. Sinkfield is happily married to his lovely wife, Kristy, and they are the proud parents of Joshua (Michelle) DuBois, Anah, and Antoni, Jr.—and grandparents of August, Adelaide, and Auden.
